E-government
To respond to the logical of innovation and to give all the time better services to citizens, Provincia di Brescia currently puts at the base of its plans for next years the improvement of E-GOVERNMENT policies.

This document shows the main aspects related to the state-of-the-art about the E-GOV projects in progress within our organisation.
Fields of action
The e-government process in our organisation is based on the development in the following key areas:
  • Leadership (Improvement of basic knowledge and understanding of new technology potential among administrators, managers and employees)
  • Organisation (usage of BPR methodology to exploit the introduction of new applications)
  • Infrastructures (wan – wide area network development, server upgrading)
  • Technology (usage of XML and web services as basic elements of new interactive applications)
External Projects

Due to its competences and political choices, in the recent past, Provincia di Brescia ICT Sector has invested in the following fields: networking services for high schools, Communes assistance and library system development. Follow some details about the content of these projects:

Brescia Schools Network (BSN): to improve communication among schools of similar/different level spread on all provincial territory, Provincia di Brescia realized a series of services on line for schools. In particular, the following services have been activated:
· Internet connection, email, web pages;
· Access to a limited access area (called “Extranet”) only for schools;
· A web space for students, teachers, families and scholastic associations;
· Newsletter service (with articles, commentaries about news and most important subjects from the “scholastic universe”);
· A on line service for substitute teachers where they can find opportunities of job during the all year in all the schools present on the territory.

Brescia Digital Network (BDN): the basic idea for this project is to connect in digital way all the Communes present on the provincial territory. Presented around the end of 1998, the project started in 1999, after the reached agreement between Provincia di Brescia and the Association of Brescia Communes.

The main goal of the project is to give on line services to citizens following similar criteria and to promote the exchange of information between Communes and Provincia.
There are no financial burdens between the two public bodies, but Provincia has responsibility for technical support of the on line services and, on the other side, Communes engaged themselves to use these services and to propose new ones.

An important part of the project is the service called JORBA, which is a on line consultation of the Public Register of Enterprises.
The Extranet Area gives other services like statistics, information about tourist events, young people, documents etc.

Library Services System (LSS): a project realized by the Provincia of Brescia during the period 1999 – 2001, to update a library system more than ten years old.
The main goal of this service is to organize in a logical and efficient way the management of the library services on the territory of the Local Authority. The LLS network promotes the cooperation among 180 libraries and supports the production, treatment and fast transmission of the information.

The main service provided to local libraries consists in all kind of catalogue’s services, to economize costs and have uniform working strategies. In fact, only one database has been created where people can find a book they are interested in and the place where the same book is available for use.

International criteria have been use to catalogue texts, modern means have been made available to the libraries and to the users, to improve the pleasure of reading and the on line consultation of texts.
Since 2001, also the Provincia of Cremona (a town 40 km far from Brescia) was added to LSS, with its network of local libraries.

Technologies

As far as the web system is concerned, currently we use the following technologies and platforms: Linux operating system, php scripting language, and standard html web pages. At the moment, we are evaluating to move to xml programming and web services application development.
Up to now we have also developed an SMS messaging system integrated with our web publishing system to notify our users about the new documents, events, public tenders etc.
In our internal network we have recently completed the integration of a VoIP system with our LAN.
Our current database is based on Oracle systems, Microsoft SQL server and MySQL environment.

With reference to the ICT sector, the budget for this current year and the two following is:

Integration with regional and national plans

The E-GOV action of the Provincia di Brescia is related with other programmes, at different levels of the Italian Public Administration.

The most important programmes are the following:
  • National E-GOV action plan
  • Regional E-GOV action plan called “Lombardia Integrata”
  • Provincial Network (Public Relations Offices, PRO)
  • “I Successi di Cantieri”, a national initiative from Italian “Ministry for Public Administration” to support the review of organisation systems due to the e-gov development.

Main issues
The main issues for the good and quick realisation of the E-GOV programme are:

  • the awareness of politicians about the importance of E-GOV policies;
  • the development of a “managerial culture”;
  • the training of civil servants and employees about the new means at their disposal;
  • the organizational capacity from the structure;
  • the creation of partnerships.
