Plan for change
The Public Local Authorities are more than in the past involved now in a series of integrated relationships with social actors present on the territory.
A new culture of management has been introduced by the new structure of organisation, based on organisational innovation path: the most modern and dynamic bodies stand out currently because their difference with the old culture of the “administrative duty”, which was a limit for the action of public bodies.
Provincia di Brescia has already started an important process of innovation, in the technological field and in its organisation.
Strategy
The path of change is based on the development of projects in five different fields of action:

  • Planning and control
  • Training
  • Organisation
  • Technological Innovation
  • Communication

All projects are thought in a horizontal way, crossing all sectors of Provincia’s action. This is important for the strategy to introduce new “logics”, methodologies and means, pushing the whole Public Body towards efficiency.
This operation would be also to enable the different sectors to work in a total autonomy, even in case of absence of central directional power.

The change model
At the bottom of the structure we find the Technological Innovation, which is the starting point of the process and is common to all sectors.
Technological Innovation needs Training (second level).
As already said, the new process is involving the main following three fields of action:
· Organisation
· Planning, Control and Evaluation
· Communication

All this process should produce the change in the working way of the Body.

Innovation Technology should find new means able to support the innovation of the processes in the different areas of action, like follows:

  1. introduction of a better system of PLANNING AND INTERNAL AUDITING, to develop and re-address the capacity of administration
  2. a more efficient ORGANISATIONAL STRUCTURE, to realize an action of BPR
  3. more transparent COMMUNICATION of the information to internal and external users, to pass from the traditional concept of computer system to a new idea of information system, being this a continuous and all-directional flow of information
  4. development of a new planning methodology for the TRAINING process, based on the analysis of knowledge to obtain, with reference to the activities where the staff is involved.
